It has been termed the ‘Toilet Paper Index’ — a measure for the level of panic in the community. When the second wave of the coronavirus started to emerge in Melbourne mid-year, alarmed shoppers as far away as Canberra and Bathurst in New South Wales began emptying supermarket shelves of basic supplies.
