Tumultuous events — and the inquiries that came in their wake — seemed to be happening simultaneously during 2020. Standing in the bow of the ‘Inquiry Princess’, the New South Wales and Victorian premiers look on as the Prime Minister and the head of Border Force, Peter Dutton, race away. Although some inquiries apportioned a measure of blame to various government bodies, Wilcox reflects a perception that states had been left to take the rap for systemic failures.
